Since then, Szczecin council has twice rejected the draft plan. Every time the reason was a dispute about whether to allow the expansion of the “Galaxy” or not. Appeared a question of the lack of provisions in the plan that would guarantee that the new center will be part of an architectural nightmare. Now the mayor of the city for the third time headed the project on the agenda of the City Council.

Municipal Urban and Architectural Commission took note of the draft resolution of the local development plan entitled. “Downtown – North – Center for Liberation” in Szczecin and submit the following opinion:

Presented by BPPM plan applies to the central area of ??the city, characterized by a general mess now planning. Because this area should be subject to particularly solicitous “treatment planning”, ie preceded by at least the urban and architectural development concept for the area with a clear vision of composition. However, we were surprised by the fast-track legislative plan (caused by the proposal for extension of the Galaxy) and “standard procedure” expressing opinions. Plan in connection with the proposed development would be limited only to the first quarter of the changes within the street: Avenue Liberation – Malczewski – Matejko – Pilsudski.

Therefore, the existing situation in dismay committee decided not to submit a detailed opinion on the draft plan, paying insufficient attention to the analysis (or lack of documentation) in terms of:

– composition, including the height of buildings;

– public spaces, including the building of temporary and issues related to advertising;

– findings regarding the treatment of historic buildings;

– communication, including: presentation of the balance of parking spaces, of the effect of the increased volume of traffic and transport changes (closure of the street and turning it Borysza portion of the CH “Galaxy”) to the layout of this part of the city

– non-compliance with the study findings.

Therefore, concerned about the spectacular example of a wasted opportunity to another “civilizational leap” our city, we conclude with a meeting with President with the participation of city architect and director of the Office of City Planning, which we would like to put right in favor of the change adopted in our city pragmatics of spatial control regulation.
